As far as I understand it, in-lieu parking is basically this:
When a business opens up, they need to provide the amount of parking required by the city. But the reality is that most places don't have their own lots or any spaces at all, so what the city does for them is this. They say, "Hey, pay us money instead, and we'll put it toward city public parking" which includes the building of more parking lots. I think the city has a bunch of money in a bank account to be used to build new spaces or even a new structure. I am not completely sure I have this exactly right, but it's what I inferred from reading the RU/DAT report. I will ask for more detail and get back to you. |
